v. 7b – The construct chain עַ֣ם מַ֭רְעִיתוֹ has a semantic relationship of entity-characteristic or perhaps even entity-location. Nevertheless, the salient act of מַ֭רְעִיתוֹ as "[providing] pasture" is probably the intended construal, rather than the location (see, e.g., NABRE, "we are the people he shepherds"; JPS, "we are the people He tends"; and TOB, "nous sommes le peuple qu'il fait paître"), so, overall, entity-characteristic is to be preferred.[1]

Saadia (Qafaḥ 1965, 216) suggests that עַ֣ם מַ֭רְעִיתוֹ indicates that the people are led by his word, in light of the following clauses—which he takes as the protasis of the present apodosis (see the full discussion in the exegetical issue, https://psalms.scriptura.org/w/The_Syntax_of_Ps_95:7-8).
