Here, וַיָּשׁ֣וּבוּ contributes the aspectual value of habituality/repetition (Aikhenvald 2018, 6). Alternatively, וַיָּשׁ֣וּבוּ could be considered its own event, i.e., turning back (as the ancient versions and the KJV's "they turned back and tempted God").
