v. 13 – The construct chain עֲשִׁ֣ירֵי עָֽם communicates the wealthiest עֲשִׁ֣ירֵי (superlative-part) of people עָֽם (divided whole), in apposition to the inhabitants of Tyre at the beginning of the clause.
