The destruction of the wicked and the righteous' taking possession of the land are future events (rather than habitual events). The psalm is looking forward to a time in the imminent future (cf. v. 1 "soon", v. 10 "just a little longer...") when YHWH will act decisively to bring about the destruction of the wicked and reward the righteous with possession of the land.
